Build guide
Most Toji cosplays I see at cons are a black tee and white sweatpants, and nobody stops them for a photo. The clothes are the easy 20 percent. What gets people yelling "where's the worm" is the worm, and what makes them walk past is a worm you're carrying in your arms by lunch.
So build the worm first, and build it to be worn, not held.
My first one used 1/2 inch PVC as the spine. I heat-gunned it into an S-curve on the garage floor, one side went soft and kinked flat, and the garage smelled like burnt vinyl for two days. Don't do that. Use 10-gauge aluminum armature wire. It bends by hand, holds a pose, and weighs almost nothing. Bend the wire around your body while you're wearing the shirt, over one shoulder and across the back to the opposite hip, then measure it and sew the purple-brown minky tube to that length. Two yards covers it with room for a recut. Stuff with polyfill, then hand-stitch tight rings every 4-5 inches so it bunches into segments instead of looking like a pool noodle. The head is foam clay over a crumpled foil core. I leave the mouth open with a fabric pocket inside so the spear handle can sit in it.
Attachment is where most worms fail, not the sewing. Sew 1/2 inch black elastic loops under the head and halfway down the body and wear it like a crossbody bag. Put two neodymium magnets inside the plush with matching ones in a felt pocket under the shirt so the head stays planted on your shoulder. Pins alone pucker a thin tee and let go by afternoon. Wrapping the 6 ft plastic chain around you and the worm locks it down and reads as Toji's chain, so it's doing two jobs.
The pants are the second most-asked question on any Toji photo. I drafted mine from McCall's M8636, a unisex pull-on elastic-waist pant: slashed each leg 3-4 inches wider, dropped the crotch 2 inches, added a 1 inch ankle elastic casing. FreeSewing's Paco works too and costs nothing. Fabric matters more than pattern. Off-white linen blend, around #ECE8DE, 3 yards. I tried cotton twill first and it ballooned out stiff like painter pants. Muslin the crotch depth before you cut the linen, because too shallow reads as joggers.
The Inverted Spear of Heaven is a weekend of EVA foam. Mine is about 18 inches overall, 6mm core with 2mm detail layers, sealed with Flexbond before metallic acrylics. Use plastic chain. Real chain looks great for about ten minutes, until con security asks you to stop swinging it.
The scar goes on the right corner of your mouth, your right, crossing the lip line. Reddish-brown lip liner, then lighter concealer along both edges so it sits sunken. Ten minutes, tops.
Shirt, slippers, and wig are shopping, roughly $15, $18, and $25. If your hair is dark and a few inches long on top, skip the wig. If you're not built like Toji, shoulder pads do more than compression ever will, because a wider shoulder line is what makes the waist look narrow.
Budget runs $75 with a store-bought spear and no Playful Cloud, up to $280 if you build everything on this board. Four weeks is realistic, and the worm eats most of it. Wear the worm for two hours at home before the con. If you reach up to hold it even once, the straps are wrong.

Modifications for white baggy training pants and black belt: Use the elastic cord waist version, not the zipper and waistband option (that one is for Geto). Add a 1.5 inch belt-loop channel or four wide loops at the waist so the black belt can weave through, and finish the hem as a 1 inch elastic casing so the leg blouses over the ankle.

Modifications for white baggy training pants and black belt: Slash and spread each leg 3-4 inches from hip to hem for the balloon width, drop the crotch curve 2-3 inches, skip the topstitched seam details, and replace the straight hem with a 1 inch ankle elastic casing. Swap the front ties for a separate black belt woven through the waist.
Modifications for white baggy training pants and black belt: Keep the elasticated cuff option on and push seat ease to the 15% maximum. Paco drafts close to a regular trouser, so slash and spread the legs 4 inches at the hem and lower the crotch 2 inches on the printed pattern to get Toji's drop-crotch volume.
Toji's pants read from three things: off-white color, a low crotch with lots of leg volume, and a gathered ankle. Any elastic-waist pant can get there with the leg widened and an ankle casing added. Muslin the crotch depth before cutting linen.
