Build guide
Order swatches before you buy a single yard of teal. I skipped that step for Tetia, bought four yards of "seafoam" linen off a listing photo, and it arrived the color of a hospital scrub. It now lives in my stash as a future tablecloth.
The apprentice teal is the whole look. When Tetia stands next to Coco and Agott, the reason you read all three as one atelier is that cloak and hat color, so it's worth the fuss. Pull the anime key art on this board and hold your swatches against it on a phone and in daylight by a window. The anime sits around #61A1A0, a green-leaning teal. Most "teal" listings lean blue, and under convention center lights blue-teal goes almost navy in photos. If your two finalists are a blue-er one and a green-er one, take the green-er one.
For fabric weight, think about where you're wearing it. I wore mine to Anime Expo in July, so I went with a medium-weight linen and lined it in satin. The satin matters more than I expected. Linen against a linen-cotton dress grabs, and the cloak twists every time you turn. Satin lets it hang straight. For a winter con, coating wool drapes beautifully, but lightweight wool is now $40 a yard and up, so check the budget before you fall in love. I ended up finding my final linen at the Mood on West 37th in Manhattan, after three rounds of mailed swatches failed me. Plan on 5 to 5.5 yards at 54 inches wide, because the hat comes out of the same cut and you want them to match.
Buy a pattern for the cloak. It isn't a circle cape. It's a sleeveless coat with a front flap that overlaps and buttons across, and drafting that from scratch eats a weekend. I used the Indigo Patterns student cloak, and the Alice in Cosplayland one is also drafted for this exact garment. Mock it up in cheap cotton first. Then interface the flap so the black buttons don't sag the edge.
The hat is quicker than it looks. Mine's a 2mm EVA foam cone, about 30 cm tall, covered in the cloak linen with a white front panel and a gold tassel near the tip. There's no brim, so it balances on the wig. I sewed two wig combs inside the band and seated it between the pigtails.
Speaking of the wig, buy one that ships with two clip-on ponytails and leave the curls alone. Don't brush them. Brushing synthetic curls is permanent frizz. Finger-separate, then clip the pigtails on after the hat fitting so you can set their height around the cone.
The cream dress, sawtooth petticoat, tights, and tan boots are easy by comparison, and you can thrift the boots and the thin black belt. Budget lands around $120 to $320, mostly decided by your cloak fabric. Give it six weeks. One more thing to test on a full suit-up: the back of the cloak pulls the whole thing backward until it's pressing on your throat. Snaps at the shoulders and a few small weights in the front hem fixed mine.

Apprentice cloak (teal coat with button flap)
Modifications for apprentice cloak (teal coat with button flap): Skip the white contrast details the pattern offers, Tetia's anime cloak is solid teal. Keep the six 32mm black buttons but sew the top three as the visible flap closure. Shorten to just above the knee so the cream dress and sawtooth petticoat show below the hem. The two tassels in the notions list become the white tassels on the black cords. Interface the front flap and add the black pointed collar from a ponte scrap.
Modifications for apprentice cloak (teal coat with button flap): The pattern includes the pointed hat, so you can skip a separate hat pattern. Cut the detail pieces from the same teal instead of a contrast color, skip the yarn swirl, and use a gold tassel at the hat tip. Shorten the cloak hem a few inches for Tetia's shorter proportions.

Modifications for apprentice cloak (teal coat with button flap): Use view A without the fur collar. Redraft the front as an overlapping double-breasted panel (mirror the front, remove the center seam allowance, overlap so the button edge sits under an inch from center). Leave the arm slit seam open, drop the stand collar for a black pointed collar, and lengthen all pieces about 5 in.
The two indie patterns are drafted for this cloak and save the most time. Simplicity S8263 is the drafting route if you want a big-4 envelope and are comfortable redrawing the front.
Cream apprentice dress with buttoned cuffs

Modifications for cream apprentice dress with buttoned cuffs: Pick the long cuff sleeve option and the plain bodice. Hem the skirt at the knee in a smooth line (Tetia's sawtooth edge is the separate petticoat, not the dress). Swap the 28-30mm buttons on the cuffs for small cream ones so the cuffs read like the anime.

Modifications for cream apprentice dress with buttoned cuffs: Raise the yoke seam to just under the bust for the empire line, add a buttoned front placket on the bodice, lengthen the sleeve and finish it with a long buttoned cuff (5 buttons each), and hem at the knee. Add a thin black belt at the yoke seam.
Under the cloak only the sleeves, cuffs, and skirt show, so a beginner can make this as a blouse plus a gathered A-line skirt in the same cream.
